Hi, Though I couldn't get your problem completely but still I will try to clarify your doubt. Tag libraries are provided to leverage the struts inbuilt features. It doesn't mandate though that you should use tag library as part of your application.
Even without using taglib, you can bring up your application in the struts framework. I hope this addresses your doubt to some extent.
