If you are trying to run a GUI program, than you have to check the
"Allow service to interact with desktop" checkbox (from the "properties"
page for the service). Maybe that's the problem.
But if the same error occurs when you aren't even running as a service,
I don't know what's wrong... are you sure that you disabled the Tomcat
service before you started Tomcat from the command line?
