That's really odd ... the exception at line 1183 is trying to get an input stream for your /WEB-INF/faces-config.xml file failing, but this code would never get called unless the resource actually exists. What version of Tomcat are you using? (And which build of struts-faces?) Could there be file permissions problems on this file?
