You could stick a hidden Iframe on the page that uses the refresh tag in the page header.
<META HTTP-EQUIV="*Refresh*" CONTENT="10;URL=thesamepage.html">
This page checks for changes and reloads the main page if required.
I'd stay away from applets ;)
