I believe these check if the value exisits in the request. This may or
may not be the same as checking for non-null, depending on the
application. I have used this as a check for null values.

For these, the Struts user guide says: 

"Evaluate the nested body content of this tag if the requested
variable is either null or an empty string."

So, they do look for null values.
