try to add following parameter for "action" servlet (web.xml file):

    <servlet-name>action</servlet-name>
    <servlet-class>org.apache.struts.action.ActionServlet</servlet-class>
    ....

    <!-- the numeric Java wrapper class types (like java.lang.Integer)
         will default to null (rather than 0) -->
    <init-param>
      <param-name>convertNull</param-name>
      <param-value>true</param-value>
    </init-param>

    ....
  </servlet>
