Personally, i've never used shared tomcat/struts/mysql hosting. We use uk2 (http://uk2.net/) dedicated servers. Cheapest ones are £29 per month (3 years up front tho!) for an intel 2.4ghz, 512mb ram, 40gb hdd server with fedora. Easy enough to set up tomcat on it, and works a treat!
Initialy bought one as they are so cheap just to see what they are like, but havnt had any trouble with it, so now have a load of them.
