I have tried both 

action="/ContentMgmt"   and
action="/ContentMgmt.do">

They do not make any difference.  Error message is the
same.  And it is HTTP Status 400.

Nothing gets displayed in the browser but the error
message.  I tried right-click "View Source".  None of
my code appears in the "View Source".
