As you have probably already realised, Struts 1 to Struts 2 is a major upgrade. The joke in our team was "the one thing that is common between the two versions is the word Struts".
If the existing project is not very complex(I realise this is a relative term), I would actually suggest designing and writing from the ground up with Struts 2. You would be able to reuse a good portion of the existing Struts1 code, but by doing the basic designs with Struts 2, you would be able to leverage a lot of new features from Struts 2.
