To attain such a task, I think you need to develop a framework over struts setting your standard way to proceed with data feeding to pages. In other words you need to do some asumptions since Struts is too general for this task. A friend of me did something similar with quite success.

A tip: use JTidy to do the conversion HTML -> XHTML and parse and replace the tags with the struts ones. No so difficult.

this but I cant see how it will help. It appears to be a GUI for the struts
config file.
