The MyEclipse 3.0 includes support for managing the struts configuration
files, and more wizards to help with the creation of Struts actions,
forms and so on. I myself, prefer the old way, writing everything by
myself - don't really like wizards managing and controlling the Struts
config file.

Install it and see if it suits your need.
