Try adding the following property into hdfs-site.xml 

<property>
       <name>dfs.client.failover.proxy.provider.<Your Cluster Name></name>
      
<value>org.apache.hadoop.hdfs.server.namenode.ha.ConfiguredFailoverProxyProvider</value>
</property>
