The 4.x and 4.16.x branches are going to stay, and if anyone volunteers to
commit backports to them, or even make new releases from them, they are
welcome to do so.

Also, as the reason for avoiding using Java 8 features was to ease
backporting to the 4.x branches, we no longer have to effectively target
Java 7 in the Phoenix code base.
