The page for Phoenix Tech Talks has been added to the Apache Phoenix web site 
(see https://phoenix.apache.org/tech_talks.html) where all the information for 
upcoming and previous tech talks will be provided. The abstract for the talk at 
9 AM PST on March 4 has been posted there. We are still working on finalizing 
the technical details of the video conferencing meeting, and I will update the 
meeting link on the page later.
