Phoenix doesn't expose an API to get the Cell timestamp directly, but you'd get all column values back for a row if you're selecting them unless you set the CURRENT_SCN connection property to a timestamp less than or equal to the Cell timestamp as described above. As far as how Phoenix might surface getting the Cell timestamp, see PHOENIX-914 and PHOENIX-590.
