Clustering Slave / Master user delegation algorithm

Hi,

I was wondering what  is the logic  of the slave master clustering 
algorithm.  Seems based on  how many users and how many rooms determines 
where users are logged in ?

Can we send users to a particular node based on other factors, such user 
location , bandwidth , jitter etc?
