Hello Maxim,
Thanks for your message. Yes I have done.
Openmeetings and moodle are installed on my webserver. So I have changed localhost to the ip of my server and username and password.
I registered a new user with all rights, but it is the same.
Here the log lines where Moodle try to connect to OM:
127.0.0.1 - - [03/Jun/2016:09:20:42 +0200] "GET /openmeetings/services/user/login?&user=moodleuser&pass=XXXXXXXXXX HTTP/1.1" 200 56 127.0.0.1 - - [03/Jun/2016:09:25:44 +0200] "GET /openmeetings/services/user/login?&user=moodleuser&pass=XXXXXXXXXX HTTP/1.1" 200 56 127.0.0.1 - - [03/Jun/2016:09:25:44 +0200] "GET /openmeetings/services/user/login?&user=moodleuser&pass=XXXXXXXXXX HTTP/1.1" 200 56 127.0.0.1 - - [03/Jun/2016:09:52:03 +0200] "GET /openmeetings/services/user/login?&user=moodleuser&pass=XXXXXXXXXX HTTP/1.1" 200 56
And here is the Form from the new user:

What can I do more?
Thank you for your good work.
Walter

Have you modified the URL I gave you with your user/password?
What in the logs?

    Hello Maxim,
I am sorry, but that error-message is not true.
In the table om-user are 2 entries and the user with the login
name "admin" and the id "1" has all rights (admin right and soap
right). I can login with this user to om and all works fine. And
this user name and password I have defined in moodle om configuration.
    I don't know, why it says -10.
Maybe I have done something wrong. But this user exist.
    Thanks for your hints.
    Walter

Code == -10 means there is no user in openmeetings database with
    such username
    Create user and try again

        The result is:

        {"serviceResult":{"code":-10,"type":"ERROR"}}

It seems to me, that soap doesn't work correct.
