Russian tutorial was written by someone from the community (we are not maintaining it) you can try to correct it yourself :))) I'm using this query for creating DB: "CREATE DATABASE openmeetings DEFAULT CHARACTER SET utf8 COLLATE utf8_general_ci;" works as expected :)
