Unfortunately the only way I know is:
1) enable most detailed Apache PHP logs
2) inspect logs to pin down the error

being on the same sever might not be enough
since you querying OM by "public" IP/address

try wget "http://om_adress:om_port/openmeetings/services/UserService?wsdl";
it should result to the huge XML
and grep Apache/PHP log for errors
