I'm not aware of a binary distribution of Apache Oozie available to download. There are modified versions here and there (e.g. CDH's Oozie can be installed via rpm: https://www.cloudera.com/documentation/enterprise/5-14-x/topics/cdh_ig_cdh5_install.html , but there are others available as well).
