Hi Justine, I have simulated your issue on demo-trunk ( https://demo-trunk.ofbiz.apache.org/ordermgr ) and there I also could not add a quantity to a quote item. Please register a ticket for this bug in our jira.
You can add a shipping estimate to a quote by adding a shipping service (product) as an item to the quote.
