I think it makes a lot of sense to make a lean GA library that uses Mahout.

That lets you use github for your project and allows you to move at full
speed without worrying about the full consensus involved in an Apache
project.

If you gather some momentum and user base, then it might make sense to move
the library into Mahout.  Until then, it makes a huge amount of sense for
it to be all your project.

I am sure that you would still be very welcome here on the mailing to
discuss any questions that you might have about how Mahout can be used to
help you in your goals.
