I experimented further.
In WikiMarkup I would use:
[{WikiTags HashTagOne HashTagTwo OtherHasTag}]()

This type of plugin works!

[{WikiCSS

html {
      font-family: Lato,sans-serif;
      font-size: 16px;
      color: #666;
   }
}]()

This type of plugin only works if I don't use spaces in the body of the 
content. My plugin expects a blank line at the beginning. At the moment 
I am helping myself with a comment.

Something like:

[{CustomCSS
/* Comment as a workaround */
html {
       font-family: Lato,sans-serif;
       font-size: 16px;
       color: #666;
    }
}]()
