For a breaking change (or two), the major version should definitely be
increased IMO. I second that 4.0 might be confusing, as there never was a
3.0.

Looking at the Jira, there are a number of tickets scheduled for 3.0 that
seem to be rather old and not actively being worked on AFAICT. Maybe some
of those should be moved to 3.1 in order to get 3.0 out the door?
