Sorry, I assumed you were using the default template.

I validated the previous jspwiki template (now called 210)  and had no
problem in selecting a skin.
(it is invoked via   210/commonheader.jsp)
You may want to clean your browser cookies the first time.

Note that the previous template is not actively maintained anymore;  so you
may want to consider porting to the latest version.

In the new template much more of the styling of the jspwiki UI is moved to
css.
So you'll have much more flexibility to design your own skin or 'theme'.
