Gary,

You need to modify the collapsible behavior JS code at
.../jspwiki-war/src/main/scripts/behaviors/Collapsible.js

Check out  the function buildCollapsibleList(..).
When it matches an "ol" element,  it adds a .closed class to the li parent
element.
