I see the same. I downloaded the Client and Server tgz files from the "draft" 1.6 page (https://guacamole.apache.org/releases/1.6.0/) on a Windows laptop then transferred them to a Rocky9 machine.
When I Untar/GZip them the ownership of the resulting folder is ossimagent:ossimagent and building it yields the same error as Jonathan reported below. If I chown -R root:root guacamole-client-1.6.0 and rebuild then the build completes successfully.
