Yes, you cannot use Tomcat 10. You should instead use the latest version
of Tomcat 9, which is still actively developed and supported.
Guacamole is written for Java EE - the standard implemented by Tomcat 9
and older. Tomcat 10 migrates to Jakarta EE, which is incompatible.

"Users of Tomcat 10 onwards should be aware that, as a result of the
move from Java EE to Jakarta EE as part of the transfer of Java EE to
the Eclipse Foundation, the primary package for all implemented APIs has
changed from javax.* to jakarta.*. This will almost certainly require
code changes to enable applications to migrate from Tomcat 9 and earlier
to Tomcat 10 and later. ..."
You will find some documentation regarding Tomcat 10 pointing to a
filter, a tool, additional configuration, etc. that will automatically
translate a web application that was built for Java EE into Jakarta EE.
This will NOT actually work in Guacamole's case, as such tools will have
no effect on the extensions loaded by Guacamole, leading to errors.
