 Have you tried changing the encryption method for the RDP connection?
Most newer Windows versions require Network Level Authentication (NLA) by
default and block any lower encryption methods (RDP, TLS).  You may need to
configure the Guacamole connection for NLA (which requires saving the
username/password with the connection or using the GUAC_USERNAME and
GUAC_PASSWORD tokens), or configure the Windows system to allow non-NLA
remote desktop sessions.
