The web module provides a very small amount of functionality that is pretty easy to copy into your own application. I'd suggest looking at the code of CayenneFilter <https://github.com/apache/cayenne/blob/STABLE-4.2/cayenne-web/src/main/java/org/apache/cayenne/configuration/web/CayenneFilter.java> to see how it works.
With two servlet options now - javax and jakarta and the limitations stemming from defining the runtime fully in the web.xml file, it was decided that the web module would be better left as sample code for users to implement in their own projects.
