This isn’t really a scaling operation. It’s a start / stop operation. In my mind scaling the cluster would change the tokens / replicas. Here the request seems to be all or nothing.
On a side note scale down operations were merged 3 days ago in PR #265 ( https://github.com/datastax/cass-operator/pull/265) although there has yet to be a release cut with this functionality.
