Sylvain has a draft on https://issues.apache.org/jira/browse/CASSANDRA-3779, and that should be an official cassandra project doc "real soon now". If you're asking about Datastax's reference docs for CQL 3, they will probably be released once Datastax Enterprise or Datastax Community is released with Cassandra 1.1.
