No, after having checked, you are right, the default is false and it is a bug (literally a bug, the default is true in the code, but it doesn't get applied correctly and it end up defaulting to false uniquely because it is the default value of a boolean in java -- https://issues.apache.org/jira/browse/CASSANDRA-2835). That bug will be fixed in 0.8.2. I sincerely apologize about that, you have to explicitly set replicate_on_write to true for now.
