Concern on HeartBeatState Generation

Hello,
I found Gossipper is initiated with seconds from Unix Epoch
(=System.currentTimeMillis() / 1000)
 for HeartBeatState Generation.
Do we get same generation value at very quick restart? Are there any risk here?
