Well, it's been quite some time since I last used CVS, so I'm not sure about the details and don't have any CVS repo around to test. Ant will fail if "cvs foo" returns a failure (an exit code != 0 on Unix or Windows), so most likely "cvs commit" doesn't do that in your case. Can you run the commit command on the command line and verify the exit code?
