You could talk to some of the apache infrastructure people, and there is the credit list. Some projects -and I'd cite Apache Hadoop here- are good at tracking who contributed what through their JIRA issues; you could issue a jira query there to see who was "assigned" a defect, as that is who fixed it, even if they didnt commit the changes.
Remember that a lot of changes happen through discussion, through teamwork. Even if 1 or 2 people do the coding, everyone who is interested will have discussed it on the developer list; those mail archives are the other source of data
