Tell that to IBM!! (Who surely should no better!) I'm using the scp task to copy files from a remote IBM WebSphere MQ installation and have no control over the remote path! As I said, it worked previously (in Ant 1.6.5) so I'm concerned that a bug has been introduced into Ant 1.7 which needs resolving.

set up a symlink on the remote system to the target directory, a link without an @ in the name. I often do that anyway to avoid having hard coded remote system paths in the build files.
