Yes you need to choose a CVS implementation for Windows and install that. I think the last one I used was cvsNT but I am sure there are others.

what does this error mean???

On Windows, "CreateProcess ... error=2" generally means that the executable was not found. Make sure that the directory containing cvs.exe is in the path when you run Ant, or provide the full path to the executable in the <cvs/> task.
