Wouldn't a parallel target executor (by definition) only help for targets?
If so I don't see how that would help with parallel execution of sub-builds, because targets are statically defined and the problem statement in this case is that they don't want to statically define the sub-builds.
Not to say that I think a parallel executor is valueless, I just don't see how it would help in this case.
