I tried the same tag on my Linux system and it works for me.
<delete dir="src"/> deletes the src directory and all the files in it
(with or without é, è, à, ù)
My environment variable $LANG=fr_FR.fr

As said in the question, I use <delete dir="folder_where_the_file_is"/>
and not explicitly the filename.
