http://ant.apache.org/faq.html#defaultexcludes should help.
You need to switch off the default exclusions, and it will work:

<fileset dir="${build.src}" includes="**/vssver.scc"
defaultexcludes="no"/>

It might be Ant who automatically added "./lib" to its CLASSPATH, so the
jars can't be deleted?
