Are you just trying to do this?...

<delete includeEmptyDirs="true" quiet="true">
    <fileset dir="${targetdir}" defaultExcludes="false" includes="**/*"
excludes="*-cache/**, war/**, ccf.xml"/>
</delete>

In that case above, the ${targetdir} and all its contents will be removed if the
items in the "excludes" attribute don't exist.  If they do exist, then the
${targetdir} will stay along with those excludes.
