You aren't saying which distro or version you are trying to create which
makes it difficult to give you any advice.

For Fedora and Debian/Ubuntu distros you can use febootstrap:

Otherwise the images that I provide all include the scripts that were
used to create them on their own info page. These are ugly and very
hackish, but they work (and they do use debootsrap where possible):
