locate shows no stubs-32.h on the system.
yum list "*32*" shows I have
compat-gcc-32.x86_64 3.2.3-56.fc5 installed
compat-gcc-32-c++.x86_64 3.2.3-56.fc5 installed
compat-gcc-32-g77.x86_64 3.2.3-56.fc5 installed
but no interesting-looking 32-bit stuff under available. Looking for
*compat* also doesn't show anything interesting.
It looks like FC5 is just broken here.
