Is it really necessary to use such an old kernel?
FWIW, devfs should be under "File systems" (I don't have an old kernel
tree around to check this).
find . -name "Kconfig*" | xargs grep "Netlink device emulation"
comes up empty.
So, why do you think such an option exists?
