The question is not specific for IPCOP, and there are answers available somewhere - basically you must make UML boot from the CD (i.e. compile in ISOFS support and pass the ISO as ubd0), but you also need to extract (and modify for UML) the used command line and the initrd passed by the installation.
The initrd will not be able to load modules contained in it, since they are for a different kernel - if the initrd scripts ignore this, and you compiled in everything needed, it's ok, otherwise you'll need to modify the script (usually it's not needed however). -- Inform me of my mistakes, so I can keep imitating Homer Simpson's "Doh!".
