Normally (not since a lot of time) I can easily do:

make ARCH=um SUBARCH=i386

and it works (given 32-bit libraries and whatever installed).

Actually I almost only compile UML this way (I rarely compile or test 64bit 
umls).
Your mileage may vary however depending on the host distro (I've tested Gentoo 
and Debian, I don't remember SuSE) and some users have many problems - if it 
does not work and the distribution has the needed support (for 
instance /usr/include/asm needs to be in two versions) report it to us and 
we'll fix it.
