The problem is that "RHEL 3" is everything from the kernel on up -- and you
won't be running the RHEL kernel, but rather the UML kernel.  The
application might work, but I wouldn't be surprised if it dies or misbehaves
in some way, and the commercial vendor will probably disclaim all liability
because you're not running it on a supported platform.

The only way around this, really, is to run a full virtualisation solution
such as VMWare or QEmu, and cross your fingers.  Neither UML nor Xen (at
least in paravirtualisation mode) is going to give you sufficient isolation
to be able to claim that you're actually running full RHEL 3.  Given the
speed and stability problems of QEmu, and the fact that VMWare player and
server are now cost-free, I'd go with VMWare.
