Yes I had a swap and / filesystem and got the fdisk the right offset to
mount the / filesystem.

Is there a way of mounting this file to correct the pam.conf file ?
Assuming your image is partitioned with 63 sectors, try:
losetup -o $[512*63] /dev/loop1 ubd1
mount /dev/loop1 thingy
