Tipically you are running *getty on /dev/console instead of /dev/tty0 (fixable 
in /etc/inittab). And no, this is not a UML bug, in fact if you do "init 1" 
on the host and it runs /bin/sh on /dev/console (as many distros do) Ctrl-C 
won't work either.

Answer if this is not the cause.
